Marilyn Ellwood is a senior fellow at Mathematica, in Cambridge, MA.
An expert in Medicaid eligibility policy, she oversees the quality review of state-submitted eligibility information in three administrative databases for the Centers for Medicare & Medicaid Services: (1) the Medicaid Statistical Information System (MSIS); (2) the Medicaid Analytic eXtract data; and (3) the Medicare Modernization Act Part D file.
Ellwood has published extensively on children’s health insurance issues and Medicaid eligibility. She authored a paper from the Urban Institute’s New Federalism series examining why estimates of the number of uninsured people in the United States differ, as well as another paper examining the impacts of welfare and immigration reform on Medicaid.
Ellwood has published her research in peer-reviewed journals such as Health Affairs and the Milbank Quarterly. She has testified before Congress on the challenges brought about by severing the connection between welfare and Medicaid. She holds an M.S.W. from the Catholic University of America.
