Myles Maxfield

Myles Maxfield directs health research in Mathematica’s Washington, DC, office. His more than 30 years of research cover an extraordinarily wide range of topics, with his more recent work focusing on health care quality, the military health system, health care reform, pensions, and employee health insurance.
His work on health care quality focuses on measurement and improvement of the quality of care delivered by hospitals and physicians as well as the design of value-based purchasing programs. Working with the Centers for Medicare & Medicaid Services (CMS), he co-directed Mathematica’s support of the development of a Medicare Physician Value-Based Purchasing program. He also directs the evaluation of the Medicare Quality Improvement Organization program. He directed the development of 43 quality and performance measures for the Physician Quality Reporting Program for CMS. Other work includes a study to develop efficiency measures and resource use reports for physicians, as well as one to design CMS' medical home demonstration, which requires development of medical home care coordination performance metrics.
For several years, he directed the development and operation of the quality monitoring system for the Medical Health Support program, a pilot of disease management in Medicare. He also headed development and operation of the Medicare Quality Monitoring System, which involved the creation of a claims-based measure set for hospitals. For the U.S. Department of Defense's TRICARE health plan, he designed and analyzed the Health Care Survey of beneficiaries, which measures beneficiary experience with the system in a manner similar to the Consumer Assessment of Healthcare Providers and Systems.
Maxfield publishes widely in peer-reviewed journals and presents at meetings of professional groups, such as the American Public Health Association and AcademyHealth. He is a member of the American Economic Association, American Public Health Association, and Academy for Health Services Research and Health Policy. He holds a Ph.D. in economics from the University of Maryland.
