Assessing the Needs of Vulnerable Populations


The health care needs of vulnerable populations are of special concern to policymakers. The federal government provides support to states through various waiver programs that assist in delivering home- and community-based services to these populations. 

Mathematica designed a data collection method to report on the needs of the frail elderly, young people with disabilities, and people with mental retardation or developmental disabilities and their use of Medicaid waiver home support services. We are surveying nearly 4,800 aged and disabled beneficiaries in six states to assess the impact of waiver programs. We also are interviewing an additional 2,400 people with developmental disabilities in six other states.

The evaluation is funded by the Centers for Medicare & Medicaid Services.
