Mathematica welcomes Brigitte Manteuffel as a senior fellow in the Health Unit. An expert in the opioid epidemic and substance use disorders, Manteuffel’s breadth of experience in research, evaluation, and behavioral health will enable Mathematica to grow its state and federal portfolio aimed at improving the infrastructure to address substance use problems and the opioid epidemic.
Manteuffel has substantial experience leading mixed-methods evaluations of children’s behavioral health systems of care, including child welfare, juvenile justice, education, and primary care, and has special expertise in youth substance use and substance use disorder treatment. She contributes to local and national groups working to improve access and quality of care for behavioral health and to reverse the opioid epidemic.

Before joining Mathematica in 2019, Manteuffel served as the opioid subject matter expert and senior research associate in the Georgia Health Policy Center at Georgia State University. As a vice president at ICF International, she led the children’s mental health, trauma, and suicide prevention practice in the company’s public health division. She also held positions as a principal researcher at the American Institutes for Research to identify and implement evidence-based strategies in behavioral health care and, at Emory University, as a project director in the Rollins School of Public Health. Manteuffel was also an assistant professor in the Nell Hodgson Woodruff School of Nursing, where she taught research methods and conducted health behavior studies on youth HIV/AIDS prevention, epilepsy self-management, and pregnancy nausea self-care.
Widely published in peer-reviewed journals, Manteuffel is a former member of the U.S. Attorney for the Northern District of Georgia Heroin Working Group and served as a co-chair of that organization’s Education/Prevention/Family Intervention Committee. Manteuffel holds an interdisciplinary Ph.D. with a concentration in culture, history, and theory from the Institute for the Liberal Arts at Emory University.
