About Bailey

Bailey G. Orshan specializes in quality measures and hospital payment programs. She has extensive experience producing and reporting Medicare quality and payment program results and providing technical support on implementing payment programs. 

Currently, Orshan directs a project that helps Lantana Consulting Group support the Centers for Medicare & Medicaid Services (CMS) in its implementation of the Hospital Readmissions Reduction and Hospital-Acquired Conditions Reduction Programs, for which Mathematica leads the analytic work. She also leads a task to provide analytic support to Maryland on its performance-based payment programs. She has played large roles on projects that calculate inpatient hospital outcome, efficiency, and patient safety quality measures for public reporting and use in CMS’s payment programs. Finally, she has led a task to provide technical assistance to support state reporting of the Health Home Core Set for the Center for Medicaid and CHIP Services.

Before joining Mathematica, Orshan held a position in the Office of Evaluation and Inspections in the U.S. Department of Health and Human Services, Office of Inspector General. She holds an M.P.A in health policy and management from New York University’s Robert F. Wagner Graduate School of Public Service.
