Clint Eisenhower specializes in advancing Medicaid program integrity, managing enterprise risk, improving processes, developing and implementing programs and policies, and supporting communications and government affairs.
Eisenhower has worked extensively on initiatives in state and federal government to improve program integrity by identifying and mitigating vulnerabilities. At the Centers for Medicare & Medicaid Services (CMS), he led the development and public release of a five-year Medicaid program integrity strategy. This led to several new or enhanced initiatives that will enable increased data sharing, reduce improper Medicaid payments across states, and create greater transparency in and accountability for the performance of the Medicaid program. In addition, he managed the Medicaid Integrity Institute, strategically directing and creating the annual calendar and course content, as well as facilitating and developing new course material to meet emerging trends and priorities in Medicaid program integrity. Before his role at CMS, Eisenhower served as Pennsylvania’s program integrity director. In this role, he was responsible for Medicaid fee-for-service and managed care program integrity, and third-party liability. He also led an enterprise program integrity initiative to strategically and tactically implement efforts to enhance the integrity of the following human services programs: Medicaid, Supplemental Nutrition Assistance Program, Low-Income Home Energy Assistance Program, and Temporary Assistance for Needy Families.
Before joining Mathematica in 2019, Eisenhower held positions at CMS, the Pennsylvania Department of Human Services (formerly the Department of Public Welfare), the Pennsylvania Department of the Auditor General, the Pennsylvania Department of State, and the Pennsylvania Department of Military and Veterans Affairs. He holds a B.A. in political science from Lebanon Valley College.
