Borkum is the deputy project director for a mixed-methods evaluation of a vocational training project in Namibia, funded by the Millennium Challenge Corporation (MCC). The evaluation includes an experimental design to determine the impacts of scholarships for vocational training on trainees. He also played a lead role in the design and analysis for the evaluation of MCC’s investments in high-value agriculture in Moldova, which include creating local water user associations, rehabilitating irrigation systems, supporting actors in targeted value chains, and providing financing for agricultural investments. This evaluation includes both an impact evaluation using a matched comparison group design and a performance evaluation.
Borkum also led the design, analysis, and reporting for the evaluation of the Bill & Melinda Gates Foundation’s Ananya program in Bihar, India, which includes a variety of supply- and demand-side interventions aimed at improving maternal and child health. He also led experimental evaluations of two innovative add-ons to the main program, which involved incentivizing frontline workers to meet team-based goals, and providing them with mobile-phone based tools to better deliver health services. Borkum also recently led the design of experimental evaluations of a program aimed at reducing child stunting in Indonesia, and a primary school education project in Niger aimed at improving early grade reading skills.
Borkum holds a Ph.D. in economics from Columbia University.

Mathematica is conducting a mixed-methods performance evaluation of the entire industry-led skills and workforce development project in the Republic of Georgia. It aims to increase the supply of Georgians with technical skills through investments in technical and vocational education and training.
Morocco: Monitoring and Evaluation of Fruit Tree Productivity
Mathematica conducted an evaluation to provide a better understanding of the impact of agricultural investments in Morocco, as well as the sustainability of the fruit tree productivity project more specifically.
Moldova Transition to High-Value Agriculture Project Evaluation
