Frank Martin analyzes disability programs and employment outcomes.
He is currently a co-investigator for a project that examines vocational rehabilitation (VR) agency factors affecting long-term earnings of youth. He conducts quality-of-research reviews of psychosocial interventions for publication in a national registry hosted by the Substance Abuse & Mental Health Services Administration.
Since joining Mathematica in 2010, Martin has examined the risk of Social Security Disability Insurance (SSDI) entry after VR services for people with disabilities. He also served as deputy project director for the implementation of the Benefit Offset National Demonstration, a multisite, randomized demonstration testing the feasibility and effectiveness of an incentive to help SSDI beneficiaries earn more and keep more of their benefits.
Before joining Mathematica, Martin co-authored a Campbell Collaboration systematic review and contributed to the National Center for the Dissemination of Disability Research and Vocational Rehabilitation Service Models for Individuals with Autism Spectrum Disorders. His work has appeared in the Journal of Disability Policy Studies, Rehabilitation Counseling Bulletin, Patient Education and Counseling, and the Journal of Applied Rehabilitation Counseling. He holds a Ph.D. in special education from the University of Texas at Austin.
