Kavita Choudhry

Kavita Choudhry provides research and technical assistance (TA) services focused on Medicare, Medicaid, and the Children’s Health Insurance Program, as well as state and local health policy. She translates research findings into action-oriented stakeholder materials; implements peer-to-peer learning; and delivers educational content for federal, state, local, and foundation clients. Her work informs efforts to improve access to care, lower costs, and improve health care quality.

Choudhry leads a team delivering TA to the Centers for Medicare & Medicaid Services (CMS) in establishing and overseeing new section 1115 Medicaid demonstrations to address serious mental illness and serious emotional disturbance. This work includes developing monitoring tools; developing demonstration evaluation design guidance; leading learning collaborative activities such as webinars, all-state calls, and in-person symposium planning; and analyzing cross-state data. Choudhry has directed annual projects for the Massachusetts Health Policy Commission to analyze the state’s all-payer claims database to measure trends in health care costs among commercial insurance and MassHealth Managed Care Organization enrollees. Choudhry previously led the implementation of learning system and TA activities for the Accountable Health Community Model for CMS, through which her team promoted peer-to-peer learning and delivered educational content to model participants to improve the health of Medicare and Medicaid beneficiaries. In addition, Choudhry has led task teams that helped CMS analyze the impact of the Physician Value-Based Payment Modifier on Medicare payments to physician groups and has translated research findings into stakeholder materials.

Before joining Mathematica in 2014, Choudhry led a multiyear project at the Pew Charitable Trusts examining state-level health care spending trends, cost drivers, and cost containment efforts across seven distinct state-run health program areas. She also worked at CMS’s Office of Enterprise Data and Analytics, at The Lewin Group, and at Stanford University’s Center for Health Policy. Choudhry holds an M.P.P. from Harvard University’s John F. Kennedy School of Government.
