Kimberly Smith has expertise in designing and implementing experimental and quasi-experimental evaluations, providing evaluation technical assistance, and developing and executing multi-method monitoring, evaluation, and learning (MEL) plans for complex programs. Her experience spans the United States, Africa, and Asia, and covers a range of health policy areas including health systems strengthening and financing; reproductive, maternal, and child health; and adolescent sexual and reproductive health.
Smith currently directs a project for the David and Lucile Packard Foundation to develop, operationalize, and implement a multi-method MEL plan for the Foundation’s global Population and Reproductive Health Program 2014–2020 strategy. She is also directing the design of a MEL framework and implementation of a mixed-method evaluation of the Rockefeller Foundation’s Transforming Health Systems initiative. Smith serves as the deputy project director for the Evaluation of Adolescent Pregnancy Prevention Approaches, a large, multisite random assignment evaluation of promising approaches to reduce adolescent sexual risk behaviors and pregnancy. Previously, she played key roles on a number of domestic and international evaluation efforts, including, most recently, a 10-state evaluation of the Children’s Health Insurance Program and an evaluation of the Bill & Melinda Gates Foundation’s Family Health Initiative in India.
Before joining Mathematica in 2009, Smith held positions at Abt Associates Inc. and the World Bank, among others. She has published in several peer-reviewed journals, including American Economic Journal: Applied Economics, Academic Pediatrics, Journal of Aging & Health, and Social Science & Medicine. Smith holds a Ph.D. in public policy and an M.P.A. from Princeton University.
