Principal Researcher

Randall Blair is an principal researcher at Mathematica with nearly 15 years of experience conducting rigorous impact and performance evaluations of investment climate, health, agriculture, education, and workforce development programs worldwide. Besides leading or co-leading over 20 studies and evaluations in various sectors, Blair has also led learning tasks for many philanthropic institutions, including the Mastercard Foundation, the Packard Foundation, and the Gates Foundation.

Currently, Blair serves as principal investigator for a largely qualitative performance evaluation of targeted investments in public-private partnerships in Guatemala and El Salvador, as well as a case study of an innovation fund in El Salvador designed to attract private investment in the country’s tradable sector. This research is funded by the Millennium Challenge Corporation. Blair also currently directs a mixed-methods impact study, funded by the Mastercard Foundation, of two secondary school improvement programs in Malawi.

Blair excels in creating user-friendly conceptual frameworks, distilling key findings and their implications from complex research, facilitating meaningful stakeholder discussions about learning products, and writing concise but cogent memos giving clients recommendations and options. Blair is based in Mathematica’s Chicago office.

Blair holds a master’s degree in public affairs from Princeton University and a bachelor’s degree in Spanish and foreign affairs from the University of Virginia.
