Sean Orzol is an expert in Medicaid coverage expansion programs for children and families. He has played a key role on congressionally mandated evaluations and other major studies focused on outreach and enrollment in public coverage.
Orzol has contributed his expertise to studies of programs of coordinated care and disease management, parental resources and child well-being, and impacts of the Affordable Care Act (ACA) on the Special Supplemental Nutrition Program for Women, Infants, and Children. His current work includes directing an evaluation of Enroll America, an initiative to enroll uninsured people who are eligible for free or subsidized coverage under the ACA. As a co-principal investigator for a study of state efforts to increase the number of eligible children enrolled and retained in public coverage, he developed the matched comparison group design used to measure impacts. He also directed a project on best practices for reaching and enrolling people newly eligible for subsidized coverage, offering recommendations on practices most helpful to coverage advocates and policymakers in the state of Missouri.
Orzol played a major role on two congressionally mandated evaluations related to children’s coverage. He led a descriptive analysis of Express Lane Eligibility and evaluated Children’s Health Insurance Program enrollment and retention outcomes across 10 states.
Orzol holds a Ph.D. in health services organization and policy from the University of Michigan’s School of Public Health. He is a reviewer for the B.E. Journal of Economic Analysis and Policy, Contemporary Economic Policy, and the Journal of Applied Research on Children.
