Evaluating the Opioid State Targeted Response Program

This evaluation of SAMHSA’s Opioid State Targeted Response Evaluation grant program includes a one-time rapid cycle evaluation focused on 20 selected programs and a formative/process evaluation focused on all 57 states and territories that received State Targeted Response (STR) funding.
In collaboration with JBS International, researchers will use quantitative and qualitative data to answer a set of evaluation questions intended to provide information on the most promising strategies for preventing and treating opioid use disorder. The evaluation includes several rounds of qualitative data collection including site visits and phone interviews, surveys to state officials and program directors, and analysis of secondary data sources that states/grantees submit to SAMHSA. We may also analyze publically available secondary data sources to examine key state-level opioid indicators.
