Fatherhood and Marriage Local Evaluation and Cross-Site Services Components

The project has a three-part strategy:

1. Improve the quality and cross-site consistency of operations and performance data that grantees collect.
2. Strengthen grantees' capacity to conduct rigorous evaluations that add to the body of evidence on program effectiveness, and to work with their own local evaluators.
3. Examine and analyze data across grantees to draw a “big picture” of the growing HMRF experience and its effects.

Project tasks include the following:

• Recommending constructs, measures, and periodic reports that capture the program performance and outcomes of all grantees.
• Developing a web-based management information system (MIS) and tools for grantees to collect and report data on intake, enrollment, participation, program operations, and pre/post outcomes.
• Providing technical assistance to potential grant applicants on program design and evaluation via webinars, written resource materials, and a project website.
• Providing technical assistance to the new grantees in implementing the MIS and collecting high quality data.
• Supporting grantees as they strengthen their capacity to conduct local descriptive or impact studies.
• Collecting more detailed information from a subset of grantees on program design and operations.
• Conducting a cross-site analysis of program design, implementation and operations, outcomes, and impacts.
• Helping grantees disseminate the findings of their local evaluations.
