Project Overview

Objective

To provide evaluation and data collection technical assistance to the 2015 cohort of Healthy Marriage and Responsible Fatherhood (HMRF) grantees and conduct a cross-site evaluation of the programs.

Project Motivation

For nearly 20 years, the Administration for Children and Families (ACF) has led a sustained federal effort to develop, document, and evaluate healthy marriage and responsible fatherhood (HMRF) programs, especially among low-income families. Since 2005, Congress has funded $150 million each year in HMRF grants designed to improve the well-being of children and families. ACF has awarded and overseen four cohorts of these grants (2006–2011, 2011–2015, 2015–2020, and 2020–2025). The Office of Family Assistance works with the Office of Planning, Research, and Evaluation to implement ACF’s learning agenda, which includes conducting research on the best ways to serve families through these grants.

The project has a three-part strategy:

  1. Improve the quality and cross-site consistency of operations and performance data that grantees collect.
  2. Strengthen grantees' capacity to conduct rigorous evaluations that add to the body of evidence on program effectiveness, and to work with their own local evaluators.
  3. Examine and analyze data across grantees to draw a “big picture” of the growing HMRF experience and its effects.
