Moldova Transition to High-Value Agriculture Project Evaluation

The Millennium Challenge Corporation’s Compact with the Republic of Moldova includes several initiatives designed to combat poverty and to stimulate economic growth, especially in rural areas. Mathematica is designing and implementing evaluations for several compact activities designed to improve the transition to high-value agriculture, including access to agricultural finance, irrigation system rehabilitation and management transfer, and farmer training.

Mathematica is designing and conducting a performance evaluation of the entire project as well as an impact evaluation of several components of the project. The impact evaluation uses a matched comparison group design, comparing outcomes for farmers served by centralized irrigation systems selected for rehabilitation and related training activities to outcomes for farmers in similar systems not selected for the project. The performance evaluation provides complementary information from stakeholder interviews and other data to provide a complete understanding of project implementation, successes, and challenges.
