Morocco: Workforce Development Activity for Employability Project

The compact funds two projects, focused on improving secondary education and workforce development.

The Workforce Development Activity is composed of four sub-activities aimed to increase the employability of Moroccans:

1. Private Sector-Driven TVET: A grant facility, the Charaka Fund, supports selected private sector-driven training centers. The grants support the establishment of new TVET centers run by public-private partnerships (PPPs) and the expansion of existing TVET centers currently managed through PPPs, and the transformation of existing public TVET centers from a traditional government-driven model to a private sector-driven model.
2. Operationalizing TVET Sector Policy Reform: Technical assistance and limited material support is being provided to the Ministry of National Education and Vocational Training and related agencies to develop and implement private sector demand-driven TVET sector policy.
3. Results-Based Financing (RBF) for Inclusive Employment: to catalyze a market for improved employment outcomes, results-based financing mechanisms, is being used to replicate or expand proven programs that provide integrated job placement services. The services for job placement target unemployed or economically inactive women and unemployed, at-risk urban and peri-urban youth.
4. Labor Market Observatory: Technical assistance is being provided to strengthen the Labor Market Observatory to ensure coordinated policy and promote joint activities among relevant Government agencies for analyzing the labor market.

Mathematica will evaluate the Workforce Development Activity using a mixed-methods approach, which will rely on both quantitative and qualitative data to strengthen the validity of the findings.
