2014 Regional Partnership Grants Cohort 3 Report: RPG3 Participants at Baseline

Since 2006, Congress has authorized the Children’s Bureau within the Administration for Children and Families, U.S. Department of Health and Human Services to fund discretionary grants for improving safety, well-being, and permanency outcomes for children at risk of or in out-of-home placement because of parents’ or caregivers’ substance use issues. To build knowledge of effective, collaborative services provided by the partnerships, in 2012 the Children’s Bureau contracted with Mathematica for a cross-site evaluation. This report focuses on the third year of program implementation for the five-year RPG partnerships funded in 2014 (RPG3). The report describes (1) the implementation progress of the four RPG3 projects, (2) the baseline characteristics of RPG3 participants, and (3) participant enrollment in programs and services.
