In 2018, Millennium Challenge Corporation (MCC) contracted Mathematica to conduct impact and performance evaluations of the Liberia Energy Project. This report describes Mathematica’s evaluation design for Activity 4—the Liberia Electricity Corporation (LEC) Training Activity. The estimated cost of the activity was $5.58 million. MCC reduced the scope of this activity from its original plans, given LEC’s financial status and because of the limited time available for implementation of the activity, which began in 2020 and is scheduled to end in January 2021. The proposed evaluation design is aligned with the revised scope of the activity.
