The Money Follows the Person program is based on the premise that many Medicaid beneficiaries in institutions would rather live in the community and could do so with adequate support, which would cost less than the institutional care they receive. This report describes the program’s status through December 2009, including how states are progressing toward their goals, and provides baseline information for analyses of impacts and outcomes. States have faced considerable challenges but by the end of 2009, programs had helped approximately 5,600 people transition to community living.
