Enhancing the Well-Being of Young Children and Families in the Context of Welfare Reform: Lessons from Early Childhood, TANF, and Family Support Programs

Examines partnerships developing between early childhood and welfare agencies; describes their strategies for meeting the challenges of welfare reform; and addresses their concerns, including frustration of early childhood staff in trying to help families with severe barriers to work, confusion about supports and benefits available to those who are working, and ongoing concern about quality and availability of child care as well as general concern about whether families will be able to make it over the longer term.
