Kristie Liao focuses on evaluating primary care transformation programs and researching long-term services and supports. Her expertise includes qualitative methods and program and policy evaluation.
Currently, she applies qualitative methods to evaluate the Comprehensive Primary Care Plus initiative, which aims to strengthen care delivery in primary care practices for the Centers for Medicare & Medicaid Services. She has led interviews with stakeholders; developed interview guides; and synthesized findings from interviews, surveys, and quantitative data sets to evaluate program supports. In addition, she has experience providing technical assistance and data analytics to support Medicaid and the Children’s Health Insurance Program. She provides technical assistance to state officials reporting measures for the Medicaid Core Set. She also plays a lead role in a national analysis of states’ Section 1915(c) waiver programs, which offer Medicaid beneficiaries long-term services and supports. Recently, she played a lead role in developing an after action review toolkit for public health officials to use in response to the COVID-19 pandemic.
Before joining Mathematica, Liao conducted research at the Center for Studying Health System Change. She holds an M.P.P. from the John F. Kennedy School of Government at Harvard University.
