Phillip Herman

Senior Fellow

Phillip Herman is a learning scientist who is highly experienced in collaborative research and development with diverse education stakeholders.

He directs the Regional Educational Laboratory Central at Mathematica for the Institute of Education Sciences at the U.S. Department of Education. Herman previously served as an educational officer and evaluation specialist with the Hawaii State Department of Education, where he managed reporting of qualitative and quantitative results of high-profile teacher, student, and family surveys about distance learning during school closures. He also studied schools that outperformed expectations as part of his work on school accountability. He served as executive director for research and evaluation at McREL International, where he also directed the Regional Educational Laboratory Pacific, building relationships with system leaders and policymakers to create significant changes to policy and practice in the Pacific region.

Herman has an extensive record of publication in peer-reviewed journals, including the International Journal of Innovation in Education, Teacher Development, and the Journal of Staff Development. He has published and presented on a wide variety of topics in domestic and international settings. He is a member of the American Educational Research Association, American Evaluation Association, Hawaii Pacific Evaluation Association, and the National Network of Education Research-Practice Partnerships. He holds a Ph.D. in educational psychology and cognitive psychology from the University of North Carolina at Chapel Hill.
