It is estimated that there are more than 2 million orphans and other vulnerable children (OVC) in Uganda. These children face multifaceted challenges in their lives including poverty, conflicts, poor health and lack of food, housing, sanitation, and education. While there has been increased funding dedicated to OVC in recent years, policymakers and program implementers have limited information regarding the cost of programs to serve these children.

Mathematica conducted a cost analysis of OVC programs delivered by three NGOs in Uganda. The programs reflected different models of service delivery and encompassed comprehensive core services included in Uganda's national policy and strategic plan for orphans and other vulnerable children.

The cost analysis contributed toward a better understanding of the fixed as well as recurring costs of providing comprehensive services to facilitate countrywide planning in the future.
