Aligning Federal Performance Indicators Across Programs Promoting Self-Sufficiency: Key Considerations for Policymakers

Part of the EMPOWERED study, this brief provides four key considerations for creating a framework of performance indicators that can align with program goals and be used across human services and work force programs. Key considerations include: (1) create a flexible framework of performance indicators from which programs can select those that best reflect their needs, services, and definition of progress toward self-sufficiency; (2) develop methods for setting performance targets that account for differences in program services; (3) align performance indicators of similar concepts and then create consistent definitions within those indicators; and (4) provide resources, guidance, or technical support that can promote accurate and consistent collection and reporting of performance indicators across programs.
