Over a nine month period between September 2016 and June 2017, more than a dozen county human service agencies in the state of Colorado took part in the “Colorado Works Innovation Initiative” – a three-phase innovation and quality improvement project aimed at addressing participant engagement challenges. With support from the Colorado Department of Human Services, Mathematica Policy Research partnered with agency staff to assess their program practices (Learn), design evidence-informed solutions (Innovate), and test and refine the new strategies (Improve). This brief provides an overview of the process and highlights experiences of several participating agencies in the Innovation Initiative.
