Elizabeth Greener’s work focuses on using data to support Medicaid program implementation and improvement, particularly for populations with behavioral health conditions and those receiving long-term services and supports. She is an expert in using state and Medicaid administrative data for data analytics and policy evaluations.

Greener leads work to build federal data capacity for maternal and infant health under Mathematica’s Medicaid and CHIP Business Information System Data Analytics and Data Quality contract, funded by the Patient-Centered Outcomes Research Trust Fund. Using Transformed Medicaid Statistical Information System Analytic Files, she leads analyses of tele-behavioral health, interstate compacts, and provider behaviors for the Office of the Assistant Secretary for Planning and Evaluation. Greener also uses these files to lead analyses of Medicaid home and community-based service use for the Medicaid and CHIP Payment Access Commission.

Greener uses Medicaid and state administrative data to evaluate programs and policies. For example, she supported analytical work on telehealth payment parity and access policies for the Minnesota Department of Health. She also led the development of monitoring tools and technical specifications for health-related social needs programs authorized through section 1115 demonstrations.

Greener has been published in peer-reviewed journals, including Nursing Outlook, Psychological Services, and the Journal of Nursing Regulation. Before joining Mathematica, Greener worked at the Washington State Department of Social and Health Services Research and Data Analysis Division. She holds a Ph.D. in health services research and policy from the University of Rochester School of Medicine and Dentistry.
