Explore PartnershipSandra Chao’s expertise is in designing and implementing alternative payment models. She is also experienced in working with rural hospitals and is familiar with the rural health care landscape.
Chao currently serves as the project director for the Pennsylvania Rural Health project. She leads a team in setting, updating, and reconciling global budgets. Chao also leads the development of financial tools for the Rural Emergency Hospital Technical Assistance Center. In addition, she works with the Washington State Health Care Authority in designing an alternative payment model for Medicaid as part of the requirements under the Community Health Access and Rural Transformation Model.
Before joining Mathematica in 2015, Chao worked on the National Action Plan for Adverse Drug Event Prevention and the National Action Plan to Prevent Health Care-Associated Infections at the U.S. Department of Health and Human Services. Chao holds a Ph.D. in health services research from the University of Maryland, College Park.
This report presents findings from an evaluation of section 1115 demonstrations in six states—Arkansas, Indiana, Iowa, Michigan, Montana, and New Hampshire—that tested new approaches to administering Medicaid for low-income adults during the period 2014 - 2017.
