Providing Technical Assistance for Performance-Based Payment Methodologies

Mathematica provides technical assistance to the Maryland Health Services Cost Review Commission (HSCRC) as the commission works to refine its performance-based payment methods. Our work involves the following:

  • Developing a mission-driven strategic plan for the Maryland HSCRC’s Hospital Quality Team based on input from key stakeholders.
  • Conducting analyses to inform annual updates to performance-based payment programs, including methodological updates in response to the COVID-19 public health emergency.
  • Evaluating methodology of existing quality programs and recommending methodological refinements.

We also reviewed all programs and prepared for the commission's use detailed research plans, prepared reports and communication materials, and developed findings and suggestions for follow-up. The project included tasks related to evaluating, reviewing, and developing program measures for Maryland's performance-based payment system.
