Project Overview
To develop analytical tools that support the state in monitoring performance and quality of programs that transition Medicaid enrollees from institutional settings, and to ensure compliance with the requirements of two Olmstead-related consent decrees.
Illinois was in need of advanced analytic capabilities to work with complex data streams that span partners and time. Mathematica brings to this project its expertise in research, analytics, data management, quality improvement, and experience in Medicaid policy to support work under the Williams and Colbert Consent Decrees.
Sage Health Strategy (subcontractor)

Mathematica’s work is helping the state:
- Provide effective transition services
- Expand access to Illinois’s community-based service system at a reasonable pace
- Implement strategies to maintain program success and improve performance where needed.
To accomplish this, Mathematica is helping Illinois develop plans for reasonable paced transitions for both classes (Williams and Colbert) and calculating metrics that demonstrate compliance with requirements of the Consent Decrees. We will develop an analytic platform and dashboards through which the state can view and monitor performance on metrics overtime. In addition, our partner Sage Health Strategy will help the state build a new Targeted Case Management service for class members.
