The Benefit Offset National Demonstration (BOND) tests variants of Social Security Disability Insurance program rules governing work and other supports. This report summarizes the findings of the process analysis to date, focusing primarily on BOND implementation in each site from September 2012–September 2013. The study found that counseling services were delivered as intended and service use increased demonstrably, which coincided with additional outreach. The percentage of treatment subjects who have used the offset has grown steadily over time, despite delays stemming from the processing of benefits adjustments.
