Sarah Croake

Senior Researcher

Sarah Croake focuses on assessing policies and programs for populations with behavioral health conditions and disabilities.

Croake currently leads technical assistance work for the Centers for Medicare & Medicaid Services (CMS), supporting the implementation and monitoring of state 1115 waiver demonstrations, which address substance and opioid use disorder. She also plays key roles in the process evaluations of two demonstration projects funded by the Social Security Administration. Both of these projects are related to Social Security Disability Insurance: the Benefit Offset National Demonstration and the Promoting Opportunity Demonstration. Previously, she used Medicaid claims data to develop behavioral health quality measures for a project funded by the Assistant Secretary for Planning and Evaluation and supported by the Substance Abuse and Mental Health Services Administration and CMS. She also worked with California to develop public reports that present application, eligibility, and enrollment data for both Medi-Cal and Covered California.

Croake has published in peer-reviewed journals, including Psychiatric Services and the Journal of Vocational Rehabilitation. She joined Mathematica in 2008 and holds an M.P.P. from Georgetown University.
