This brief describes how the 28 Local Workforce Investment Boards (LWIBs), examined as part of the Workforce Investment Act (WIA) Gold Standard Evaluation, adapted to an uncertain funding environment. It discusses trends and fluctuations in the funding of the WIA Adult and Dislocated Worker programs. It also describes LWIBs’ strategies to manage their program funding and the changes they made to services as a result of funding changes.
