Project Overview

Objective

To produce annual output and reports on Medicaid long-term services and supports (LTSS) expenditures and users.

Mathematica examines Medicaid data across states to understand national and state progress towards shifting LTSS systems away from institutional care and toward home and community-based services (HCBS).
Under this project, we (1) produce annual output and reports on Medicaid LTSS expenditures and users and assess the proportion of Medicaid LTSS expenditures and users allocated to HCBS; (2) examine the impact of COVID-19 in congregate care settings and the structure of state data and communication systems for congregate care settings to inform policy actions in future public health emergencies; and (3) conduct analyses on social determinants of health among Medicaid LTSS users.

States Make Progress Reallocating Medicaid Funds Toward Home-Based Care Services

States  have made considerable strides in shifting LTSS systems away from institutional care and toward HCBS. In Federal Fiscal Year (FY) 2019, the proportion of Medicaid LTSS expenditures allocated to HCBS was at an all-time high both nationally and for many states.
