This toolkit provides guidance and examples of how state Medicaid and CHIP agency staff can effectively monitor access to long-term services and supports (LTSS) provided through Medicaid and the Children’s Health Insurance Program (CHIP) managed care plans, as required by federal regulations. The toolkit describes the history and growth of Managed Long Term Services and Supports (MLTSS) programs and recent federal requirements concerning state responsibilities for monitoring access to services covered by MLTSS programs. It also highlights promising practices and state examples.
