Rachel Gringlas focuses on long-term services and supports policies, particularly those about increasing access to home and community-based services and supports for Medicaid beneficiaries with disabilities.

Since joining Mathematica in 2020, Gringlas has worked on several projects in disability, long-term services and supports, and Medicaid and the Children’s Health Insurance Program (CHIP). Currently, she is a researcher on the evaluation of the Money Follows the Person demonstration, for which she authored several chapters of the Money follows the Person best practices report to Congress, led a housing-focused learning collaborative for Money Follows the Person project directors, and created a toolkit guiding state agencies on how to monitor and improve nursing facility discharges during public health emergencies. In addition, Gringlas has led qualitative research activities on several projects, including those examining the experiences of dually eligible beneficiaries and a study examining opportunities for streamlining home and community-based services 1915 authority requirements. Gringlas also works on a national evaluation of state grantees aiming to increase competitive integrated employment for people with disabilities.

Gringlas had a close relationship with her grandfather, whose 15-year battle with Parkinson’s disease and experience receiving care in nursing facilities inspired her to pursue research in improving access to quality long-term services and supports. Gringlas holds an M.P.H. in health management and policy from the University of Michigan.
