This report summarizes lessons learned from surging the governmental public health workforce at state, tribal, local, and territorial (STLT) public health agencies during the COVID-19 pandemic. Drawing on data from a targeted literature scan and key informant interviews, the report describes: (1) the status of the public health workforce at STLT public health agencies before and during the COVID-19 pandemic; (2) strategies and supports that STLT public health agencies used to surge the governmental public health workforce during the COVID-19 pandemic; and (3) lessons learned and recommendations for directing investments in the STLT public health workforce to prepare for future pandemics.
