Caitlyn Newhard is a managing consultant and certified Project Management Professional with more than 11 years of experience managing federal projects and programs. Since joining Mathematica in 2020, Newhard has applied her project management expertise to initiatives at the intersection of operations, policy, and data—helping teams translate evidence into meaningful improvements in healthcare quality.

She is currently the lead project manager for the Technical Assistance and Analytic Support for the Medicaid and CHIP Quality Measurement and Improvement Program. In this role, she oversees the implementation of streamlined operations, strengthens quality assurance processes, and supports the Centers for Medicare and Medicaid Services (CMS) with tools that enhance the quality of care delivered to Medicaid and CHIP beneficiaries. Beyond her project management responsibilities, Newhard facilitates learning collaboratives, work groups, and technical advisory groups—fostering shared learning and guiding partners toward actionable, consensus-driven recommendations.

Past projects include leading the development of CMS’s revised Medicaid 1115 budget neutrality policy and serving as project manager on several other Department of Health and Human Services projects. She has also supported several CMS rulemaking efforts by drafting Paperwork Reduction Act packages and analyzing public comments.

Newhard holds an MPP from the University of Chicago.
