Latest Medicaid and CHIP Scorecard Strengthens Data-Driven Oversight and Transparency

The Centers for Medicare & Medicaid Services (CMS) just released the 2025 Medicaid and Children’s Health Insurance Program (CHIP) Scorecard to strengthen oversight of these two programs and increase transparency about their administration and health outcomes across federal and state partners.

The Medicaid and CHIP (MAC) Scorecard is a digital dashboard that brings together more than 30 federal and state-reported data sets—including enrollment, expenditure, quality-of-care, and administration data—into a single, publicly accessible source. By integrating data from separate sources, the Scorecard enables clearer visibility into how Medicaid and CHIP operate across states and over time.

“The MAC Scorecard provides a comprehensive, comparative view of how Medicaid and CHIP programs are administered, how they serve beneficiaries, and quality of care provided across states,” said Hilary Johnson, senior managing consultant at Mathematica. “With consistent information in one place, states and federal partners can better understand program variation, identify areas that warrant closer attention, and support effective program administration in a way that reflects on-the-ground realities.”

The quality and performance measures included in the Scorecard represent key indicators that states and CMS use to monitor Medicaid and CHIP operations and support ongoing program integrity efforts.

Key findings from the 2025 MAC Scorecard include the following:

  • States and CMS’s Unified Program Integrity Contractors experienced a year-over-year increase in the number of collaborative investigations they conducted focused on Medicaid program integrity.
  • Compared with last year’s Scorecard, an additional four states and one territory met the Transformed Medicaid Statistical Information System’s (T-MSIS’s) quality targets for data submitted using the Outcomes-Based Assessment framework. T-MSIS data are used for Medicaid and CHIP performance monitoring and analysis of service payments and are critical for program oversight.
  • Several Child and Adult Core Set measures—which are used to assess healthcare-related quality—showed modest but statistically significant improvement in median state performance over the most recent three-year period.

Mathematica has supported the MAC Scorecard since its launch in 2018, initially managing development of the Scorecard’s content. In 2023, Mathematica also assumed responsibility for the site’s technical development. Today, Mathematica provides integrated subject matter expertise, technical support, and data integration and visualization capabilities to help CMS and states translate complex Medicaid and CHIP data from a variety of sources into a transparent, decision-ready oversight resource.
