Delia Welsh

Principal Researcher

Delia Welsh is a monitoring, evaluation, and learning (MEL) specialist with more than 20 years of experience leading multi-country studies and building evidence partnerships that inform policy and practice.

She has conducted evaluations and supported learning partnerships in agriculture, energy, financial inclusion, women’s economic empowerment, and inclusive development, generating actionable insights for program design. She serves as the lead for the Millennium Challenge Corporation’s (MCC’s) Ghana Power Compact evaluation, Solomon Islands Threshold Program, and Benin energy infrastructure evaluation. She manages teams of methodological and sector experts including serving as the task lead for the formative evaluation of AGRA’s Village Based Advisors program, which spanned five African countries. In addition, she has managed Mathematica’s contributions to the U.S. Agency for International Development’s Expanding the Reach of Impact Evaluation initiative, serving as a lead researcher on an evaluation of an emergency agriculture project in Ethiopia and the agency’s Digital Strategy. She also served as the deputy project director for a learning partnership with the Bill & Melinda Gates Foundation, advancing knowledge on digital financial inclusion and women’s economic empowerment.

Before joining Mathematica, Welsh was an executive staff member of Innovations for Poverty Action (IPA), where she supported the development and oversight of impact evaluations and survey data collection operations in IPA’s growing network of country offices. Earlier in her career, Welsh was a member of the start-up team of the MCC, leading the development of its first MEL policies, and she served as a program examiner at the Office of Management and Budget. She holds an MPA from Princeton University.
