Julie Sonier

Julie Sonier is an economist and state health policy expert. She has over 27 years of experience using data and evidence to inform state policy solutions to complex problems, such as containing health care cost growth and driving improvement in quality.

Before joining Mathematica in 2024, Sonier served as president and chief executive officer of MN Community Measurement, a multistakeholder nonprofit that drives system improvement through measurement of and transparency in health care costs and quality. She has also held health policy leadership roles in the Minnesota state government, serving as director of the state’s employee insurance program and as the state health economist. In other previous work, she provided technical assistance on data and policy development to states across the country, focusing on health care coverage, cost, and payment and delivery system reform.

Sonier holds an M.P.A. in public affairs with a concentration in economics and public policy from Princeton University.
