Project Overview
To support the California Department of Social Services through training, technical assistance, continuous quality improvement, program integration, county engagement, tool and form redesign, and sustainability planning to help CDSS center family voice and choice, reduces administrative barriers, and improves access to meaningful employment pathways through CalWORKs.
This project helps CDSS and 58 California counties advance CalWORKs with training and technical assistance. It builds on Cal-OAR and CalWORKs 2.0 to implement Transforming CalWORKs reforms, empower families, and improve employment, economic mobility, and family well-being.
Parent Voices is a California-based, parent-led organization for current and former CalWORKs participants that combines community organizing and leadership development. It advocates for affordable, high-quality child-care and equitable family support systems.

Building on a five year partnership to help California transform CalWORKs through coaching, family-centered service delivery and administrative simplification, and knowledge sharing.
The CalWORKs Training and Technical Assistance project with the California Department of Social Services (CDSS) involves:
- Coaching: Provide targeted coaching and technical assistance to CDSS teams including the Home Visiting Program, Program Innovation and Evaluation Section, Family Services Section, the Eligibility and Early Engagement Bureau, and county partners to strengthen implementation, data literacy, and continuous quality improvement (CQI) practices across CalWORKs. Co-develop practical tools, training, and train-the-trainer resources that build staff capacity and embed CQI into Cal-OAR and case file review program operations and policy. Facilitate shared learning and practice change through communities of practice, listening sessions, and engagement with counties, Tribal TANF programs, and Indian Health Clinics. Use data, best practices, and stakeholder feedback to identify service gaps, sustain improvement strategies, and support effective approaches to improve service delivery. Help CDSS define workforce development pathways and develop the CalWORKs Survey.
- Family-Centered Service Delivery and Administrative Simplification: Support CDSS in designing and implementing family-centered CalWORKs services that elevate participant voice and choice, improve access to services and career pathways, and reduce administrative burdens for families and county staff. Engage parents, advocates, community, and county partners through the Transforming CalWORKs Advisory Committee to identify practical policy and administrative improvements, while developing streamlined, participant-friendly, and trauma-informed program materials including the appraisal survey, WTW plan, participant handbook, statewide orientation and videos, notices of action, and applications. Help translate these improvements into local practice through implementation tools and technical assistance for county staff.
- Knowledge Sharing: Support CDSS in sharing knowledge, lessons learned, and Cal-OAR results with county staff and the broader field by disseminating insights through conference presentations. Plan, develop, and co-facilitate conference sessions that promote shared learning and alignment across the CalWORKs community.
