Objective

To help state Medicaid agencies, state departments of education, and schools work together to expand access to Medicaid services in schools, maintain compliance with CMS and IDEA programs, sustain financing to support services, and respond to the increase in childrens mental and behavorial health needs.

Project Motivation

CMS and ED are committed to ensuring children have the health services and supports necessary to build resilience and thrive. They recognize that schools are a critical access point for children and youth requiring mental and behavioral health services and launched the TAC as a way to provide additional support and resources to those working to expand school-based health services.

Mathematica is supporting a Technical Assistance Center helping state Medicaid agencies and state and local education agencies deliver Medicaid services in schools, analyze the services children are accessing, and recoup federal funds for services.

The project will include (1) the development and delivery of virtual training webinars; (2) creation of a repository of training materials, toolkits and written resources; (3) the provision of technical assistance through direct outreach, virtual meetings and office hours; (4) the management of the Medicaid School-Based Services Mailbox which fields requests and questions from stakeholders; (5) the development of a methodology to measure annual TA support activity and the changes in States’ school-based services (SBS) services and financial claiming methodologies. Together, these objectives make up the Medicaid SBS TAC activities, which were designed to complement each other to support State Medicaid agencies, LEAs and SEAs work to improve the delivery of covered Medicaid and CHIP services in school-based settings.
