Joshua Baker is an expert in state Medicaid solutions. He comes to Mathematica from the South Carolina Department of Health and Human Services, where he most recently served as director and a member of Governor Henry McMaster’s cabinet.
Baker managed South Carolina’s $8 billion combined Medicaid program and Children’s Health Insurance Program, as well as the state's efforts to integrate the Individuals with Disabilities Education Act, Part C. He led the department through the challenges of the COVID-19 pandemic, issuing more than 30 policy bulletins and implementing new benefit groups to finance testing for South Carolina’s uninsured population. Before leading South Carolina’s Department of Health and Human Services, Baker served as the department’s director of operations, and as budget director to former Governor Nikki Haley.
Baker ensures the authenticity of the technical assistance Mathematica offers to state Medicaid clients. He has experience working with information systems to build equitable access and responsive services from the ground up. Baker earned both a B.S. and an international M.B.A. from the University of South Carolina.
