  • Most of the farms in the treatment areas cultivated a small area of land (less than 1 hectare) and did not sell any crops at baseline.
  • Access to and use of irrigation water, a key constraint to agricultural production being addressed by the project, was very low at baseline.
  • Only a small percentage of cultivated land in the treatment areas was devoted to the cultivation of high-value agriculture crops at baseline.
  • Farmers in the treatment and comparison areas were broadly similar at baseline in the characteristics that are most directly related to key outcomes, including crop cultivation, use of irrigation, and farm profits. 

Mathematica is conducting an evaluation of the Transition to High-Value Agriculture Project that was implemented under the Millennium Challenge Corporation’s Compact with Moldova. The evaluation comprises two complementary evaluation components: an impact evaluation and a performance evaluation. The impact evaluation, which uses a matched comparison group design, evaluates the effectiveness of the project in the areas of Moldova where key activities are concentrated. The performance evaluation provides complementary information from stakeholder interviews and other data to provide a complete understanding of project implementation, successes, and challenges. This report describes data that were collected in treatment and comparison Centralized Irrigation System (CIS) areas to provide a baseline for the impact evaluation. The Millennium Challenge Account-Moldova (MCA-Moldova) collected these data from farm operators in early 2014 through the 2013–2014 Moldova Farm Operator Survey.
