To address challenges hindering Kosovo’s economic development, the Millennium Challenge Corporation partnered with the government of Kosovo on a $49 million program that included the Transparent and Accountable Governance (TAG) Project. The TAG Project sought to increase the availability and accessibility of data to the general public, encourage its analytical use, and promote data-driven decision making. Key open-data interventions took place in the judicial and environmental sectors. This report presents findings from Mathematica’s mixed-methods, pre-post performance evaluation of TAG investments.
