Christine Fulton specializes in leading cross-functional teams and creating tools and documentation to optimize operations of dynamic complex projects. She serves as deputy project director of Mathematica’s Medicaid and CHIP (Children’s Health Insurance Program) Business Information System (MACBIS) Business Analytics and Data Quality Development contract; in this role, she helps oversee support of the Center for Medicaid and CHIP Services as it (1) builds an infrastructure for robust data analytics and (2) integrates and aligns federal and state data sources to support data-driven policy decisions about Medicaid and CHIP policy and programs.

Fulton also leads the work of providing operational support to the Centers for Medicare & Medicaid Services (CMS) and grantees under the second national evaluation of the Money Follows the Person (MFP) demonstration. This effort includes developing a dashboard template to help CMS monitor grantees’ progress, reimagining the current grantee semiannual progress report as an online reporting tool, revising and updating the MFP operational protocol template, and coordinating and supporting grantees’ MFP Transformed Medicaid Statistical Information System reporting.

Fulton joined Mathematica in 2013. She holds a master’s degree in public administration from New York University’s Robert F. Wagner Graduate School of Public Service and is a certified Project Management Professional.
