Clare Bradshaw

Project Associate

Clare Bradshaw’s work focuses on partnering with Tribal Nations and Native communities to strengthen human services, advance economic mobility, and support culturally responsive research and technical assistance.

Her work spans Tribal Temporary Assistance for Needy Families (TANF) and child welfare, Native language revitalization, workforce development, and programs serving Native children and families. Bradshaw is a citizen of the Quapaw and Osage Nations.

Since joining Mathematica in 2023, Bradshaw has supported a range of research, evaluation, and technical assistance projects for federal agencies. She currently provides tailored technical assistance to Tribal TANF, Native Employment Works, and Tribal TANF–Child Welfare programs, including work to strengthen government-to-government coordination across TANF and child welfare systems. She has also provided technical assistance directly to Tribal TANF and child welfare agencies on the design and implementation of interagency partnerships.

Bradshaw served as project manager for a national study of Native American language revitalization efforts and the resource needs of Tribal Nations. In this role, she supported culturally responsive survey design and community engagement, helped convene a community work group, and contributed to a final report delivered to Congress. Her other work with Tribal communities includes collecting data for an evaluation of outreach, innovation, and modernization initiatives in Tribal WIC (the Special Supplementary Nutrition Program for Women, Infants, and Children) and supporting research involving schools in Alaska Native villages.

Across her work, Bradshaw is particularly interested in approaches that recognize Tribal sovereignty, elevate Indigenous knowledge and community priorities, and strengthen relationships between Tribal Nations and federal partners. As a Tribal citizen, she brings a personal commitment to ensuring that research and technical assistance with Native communities are grounded in respect for Tribal governance, culture, and self-determination.

Bradshaw holds a BA in public policy, with highest distinction, from the University of North Carolina at Chapel Hill and completed a concurrent undergraduate program at Duke University as a Robertson Scholar.
