Jane Holman is a senior managing consultant with expertise in Medicaid policy, health information technology, and large-scale program management.

She leads complex federal and state health initiatives that improve program operations, strengthen stakeholder collaboration, and support data-driven decision making. Her work focuses on translating policy and operational goals into effective systems, processes, and measurable outcomes.

At Mathematica, Holman serves as the project director for Iowa’s Hope and Opportunity in Many Environments (HOME) initiative, leading strategic direction, stakeholder engagement, and operational planning for Medicaid waiver redesign efforts. She has managed operations for several major federal Medicaid projects, including the Medicaid and CHIP Scorecard, the unwinding team of the Learning Collaboratives to Support the Development of High-Performing State Health Coverage Programs, and the Medicaid and CHIP Business Information Solution Business Analytics and Data Quality Development Project.

Before joining Mathematica, Holman worked at the Maryland Department of Health, directing implementation and operations for the state’s Long-Term Services and Supports and In-Home Supports Assurance System, a statewide Medicaid claims and case management platform processing about 2.5 million claims annually. She also previously worked at NewYork-Presbyterian Columbia University Irving Medical Center supporting nursing operations, strategic planning, and performance improvement initiatives.

Holman holds an MPH from Columbia University’s Mailman School of Public Health. She is also a certified Project Management Professional.
