Jelal Younes’s work at Mathematica focuses on quantitative analyses to inform decision making for federal Medicaid clients.

Younes led a team that modeled the financial impacts of Medicaid Section 1115 budget neutrality policies. His team compared the impacts of a range of budget neutrality options to inform the Centers for Medicare & Medicaid Services’ decisions on the next phase of policy. Younes also leads a team that analyzes state-submitted medical loss ratio (MLR) reports for compliance against federal reporting requirements. He and his team have analyzed several hundred MLR reports, identifying gaps in the reports submitted and the required reporting elements, along with possible errors in submitted data.

Before joining Mathematica, Younes spent four years in leadership roles in corporate finance, strategy, and analytics. He holds a master of science in economics from Lund University in Sweden and a master of public policy from the University of Chicago.
