John Bushey provides strategic and technical leadership for complex government technology initiatives.
He brings extensive experience in digital transformation, enterprise modernization, software development, and data analytics, helping clients modernize their legacy systems while delivering effective technology solutions.
At Mathematica, Bushey serves as principal solution architect and deputy program director for the Substance Abuse and Mental Health Services Administration’s Performance Accountability and Reporting System (SPARS). He leads modernization of the SPARS platform with a focus on improving user experience, modernizing data collection and reporting, strengthening security, replacing legacy technologies, and introducing new grant management capabilities.
Before joining Mathematica, Bushey held senior technology leadership roles at the Social Security Administration, including chief enterprise architect, enterprise solution architect, and technical advisor to the chief technology officer. In these roles, he oversaw the design, development, and delivery of numerous large-scale software applications serving the public.
Bushey holds a postgraduate certificate in artificial intelligence and machine learning from the University of Texas at Austin and a B.S. in information systems from the University of Maryland, Baltimore County.
